Alice Hm Chen

I am chief medical officer at Covered California, the state’s health insurance marketplace, where I am responsible for health care strategy focused on quality, equity, and delivery system transformation. My career has included stints at On Lok Senior Health Services, the original PACE healthcare model; Asian Health Services, a federally qualified health center in Oakland’s Chinatown; and the Asian & Pacific Islander American Health Forum, the nation’s oldest health advocacy organization working with AA and NHPI communities; as well as at The California Endowment, where I oversaw the foundation’s language access grantmaking program. The main focus of my research, policy and advocacy work has been access and affordability of care, immigrant health and language access, and delivery system innovation, particularly for safety net systems.
